On 3 November 2026, the Department of Atomic Energy reported a tripartite Memorandum of Understanding (MoU) involving the Bhabha Atomic Research Centre (BARC), the Heavy Water Board (HWB) and Mishra Dhatu Nigam Limited (MIDHANI).
The partnership aims to develop methods for recovering cobalt and nickel from plant reverts. Plant reverts are industrial residues generated during manufacturing and processing. Recovering useful metals from such material can reduce waste and make better use of existing resources.
The organisations bring different capabilities to the project: BARC contributes research expertise, HWB contributes its technological experience, and MIDHANI contributes industrial and manufacturing capabilities.
Cobalt and nickel are important in advanced batteries, electric vehicles, stainless steel, aerospace, defence equipment and high-performance alloys.
Organisations involved:
BARC – Department of Atomic Energy, Mumbai.
Heavy Water Board – Department of Atomic Energy.
MIDHANI – Ministry of Defence, Hyderabad.
MoU partners: BARC, HWB and MIDHANI.
Metals targeted for recovery: Cobalt and nickel.
MoU signing date: 27 October 2026.
Announcement date: 3 November 2026.
BARC is located in Mumbai.
MIDHANI is based in Hyderabad.
The initiative supports resource conservation, circular economy and domestic availability of critical materials.
The development connects science and technology with industrial self-reliance, critical minerals, defence manufacturing and clean-energy supply chains. Aspirants should remember the applications of cobalt and nickel and the institutions involved in the agreement.

The Coal Controller Organisation (CCO), under the Ministry of Coal, has developed SUVIKALP – Mine Repurposing Tool. The initiative was explained in a PIB release dated 3 November 2026.
The tool is designed to support decisions on the future use of land after mining operations end. Mine closure does not mean that the land must remain unused. Depending on site conditions, post-mining areas may be assessed for suitable alternative uses, environmental restoration and local development.
SUVIKALP is intended to provide a more scientific and standardised approach to evaluating these possibilities. It is aligned with the Mining Plan Guidelines for Coal and Lignite Mine, 2025.
The platform is a decision-support tool. Its purpose is to help identify suitable options; it does not mean that every closed mine has already been converted to a new use.
Organisation: Coal Controller Organisation, Ministry of Coal.
Full name: SUVIKALP – Mine Repurposing Tool.
Developed by: Coal Controller Organisation.
Ministry: Ministry of Coal.
Relevant guidelines: Mining Plan Guidelines for Coal and Lignite Mine, 2025.
Main objective: Scientific assessment of suitable post-mining land uses.
Key themes: Mine closure, land restoration, sustainable development and community priorities.
This development is relevant to mineral resources, environmental management, sustainable mining and the circular economy. It highlights the importance of planning for land use even after extraction activities have ended.

The Telecom Regulatory Authority of India (TRAI) released the Telecommunication Interconnection (Third Amendment) Regulations, 2026 on 3 November 2026. The regulations are scheduled to come into effect on 1 January 2027.
Telecommunication interconnection refers to the arrangements that allow different telecom networks to connect and exchange communication traffic. It enables customers using different service providers to communicate with one another.
TRAI is empowered under the TRAI Act, 1997, to prescribe interconnection terms and conditions between service providers. The amendment forms part of the regulatory framework governing the functioning and connectivity of telecom networks.
Organisation: Telecom Regulatory Authority of India (TRAI), under the Ministry of Communications.
Regulatory authority: TRAI.
Regulation: Telecommunication Interconnection (Third Amendment) Regulations, 2026.
Release date: 3 November 2026.
Effective date: 1 January 2027.
Parent legislation: Telecom Regulatory Authority of India Act, 1997.
Relevant provision: Section 11(1)(b) of the TRAI Act.
Interconnection enables communication between users of different telecom networks.
This topic is relevant to Indian polity, statutory and regulatory bodies, digital communication and telecommunications. Aspirants should distinguish TRAI’s regulatory role from the operational responsibilities of individual telecom service providers.

A study published on 3 November 2026 reported new findings about the expansion of a coronal mass ejection (CME), using observations from India’s first space-based solar observatory, Aditya-L1.
Scientists from the Indian Institute of Astrophysics (IIA), Bengaluru, combined observations from the Visible Emission Line Coronagraph (VELC) onboard Aditya-L1 with images from NASA’s Solar Dynamics Observatory and three-dimensional modelling.
The research examined a solar eruption observed on 5 August 2024. It found that the eruption did not expand uniformly like a symmetrical bubble. Instead, it showed an asymmetric pattern of expansion.
A coronal mass ejection is a large release of magnetised plasma from the Sun’s outer atmosphere, known as the corona. When such eruptions travel towards Earth, they can disturb space weather and affect satellites and communication systems.
VELC uses spectroscopy to provide information about the movement of plasma along the line of sight. This helps scientists understand aspects of an eruption that ordinary two-dimensional imaging may not reveal.
Organisations: Indian Space Research Organisation (ISRO), Indian Institute of Astrophysics (IIA) and Department of Science and Technology (DST).
Mission: Aditya-L1.
Primary instrument discussed: Visible Emission Line Coronagraph (VELC).
Research institution: Indian Institute of Astrophysics, Bengaluru.
Phenomenon studied: Coronal Mass Ejection (CME).
Solar eruption examined: 5 August 2024.
Research publication announcement: 3 November 2026.
CME originates from the Sun’s corona.
Space-weather disturbances can affect satellites and communication networks.
This is an important science and technology topic for TNPSC. It connects India’s space programme with solar physics, satellite safety and space-weather forecasting. Aspirants should remember the purpose of Aditya-L1 and the role of VELC.
